By default, the only real stipulation that the Identity Cloud puts on user passwords is this: each password must contain at least six characters. Would you prefer to require more complex passwords (e.g., passwords must contain at least one uppercase letter, one lowercase letter, one number, etc., etc.)? This video shows you to do just that.

We should probably mention that the ability to require complex passwords hinges, in large part, on your knowledge of regular expressions. How to write regular expressions is something that isn't covered in this video, or anywhere else in the Identity Cloud documentation.
