Stream creation limit per MSL5 account
MSL5 imposes a service quota / soft limit on the number of streams that a single account can create.

Primary and backup streams are counted individually and each contributes to the per-account soft limit. Deleted streams do not count toward the per-account limit. Stream creation limit per origin hostname
MSL5 imposes a service quota / soft limit on the number of streams that can be created under a single Origin.
