post https://{hostname}/config-dns/v2/changelists
Creates a new change list based on the most recent version of a zone. No POST body is needed, since the object is read-only.
Note: Change lists in Edge DNS are specific to both a user and a zone. A change list created by one user (either via UI or API) is not visible or accessible to another user. If an API client uses different credentials than the UI user who created the change list, it will not be able to see or modify that list. Instead, the API client must create its own change list.
