For NetStorage activations, Cloudlet policy activations either succeed or fail immediately. Once an activation is successful, the status changes to active, and the status of the previously active policy version changes to deactivated.
If an activation failure occurs, the status is still inactive, and the previously active policy version continues to be active. The response includes the reason for the failure.
