Returns a list of published settings files for the application. At least three files are returned. These files include a JSON file for each settings version, and a JSON file and a JavaScript file pointing to the location where the most recent file versions are hosted. If no members are included, all the published settings files assigned to the application are be returned. All members are optional, but if a version is specified the for_client_id is also needed.
