Who can consent

Users who are account administrators automatically have the permissions needed to grant and revoke consent within Consent Management. They also have the power to grant other users permission to grant or revoke consent, which is accomplished within the control center’s Identity and Access Management app..

Of course, your basic access to any application depends upon what apps and services you purchased and are part of your account and contract. Beyond that, an administrator can add users then create and assign roles to grant individual users access to applications.
