This Global Traffic Management release includes this update:

• Notification webhook for traffic management decisions. A notification webhook is now available for traffic management decisions such as data center and server state changes. As decisions occur, GTM posts metadata about the decision to a set URL. Metadata is at the GTM Property level and includes key value pairs of information such as the data center change and the reason for the change (for example, a server is down). Events are in JSON format and batch for each second.
